In a nutshell

The Loan to Value (LTV) ratio is a measure of the size of the loan compared to the value of the property. For example, if a property is worth £100,000 and you want to borrow £80,000, then the LTV is 80%. In other words, the loan (£80,000) is 80% of the property’s value (£100,000).
